Suggestion: Block Passage

There should be a way to get a unit (maybe only a specific kind of unit, or something) to block access to a tile except to the same team. "None shall pass" and all that. Like, get one of these at the mountain pass and order it not to let anyone through -- meaning they'd need to declare war to gain entry.

Maybe a 'gate' improvement, built by workers, or a late unit, or even a spell.

That was the point of the "Territorial" promotion I suggested to xienwolf. Although he added the tag, I don't think he has it mechanism working yet.

In CIV 1 units was block not just the title they were standing but all surrounding fileld.
It was generally a bad idea
