Consul for Resources and Technology Policy - Decides on long term tech queues and long term resource policies.

This is a merger between Science and Trade.

Well, I am sorta itching to get back in the game.

I nominate myself and accept. I have Civilization Conquests all patched up, and have been playing Civ 3 for about 2 years, but have been playing Alpha Centauri since that came out.

1. Should we research ourselves or just let the AI do it?
2. What government should we aim to get, repubilc or monarchy?
3 How, if at all, should we utilize philospohy(philosopohy gives a free tech to the first to research it)?
4. What type of tehcs should we prioritize? economic or militaristic?

1. Depends on if we have the chance to stay up to date or advanced over the rest of the world. If we are so far behind in tech that we wouldn't be able to catch up researching by ourselves, we should let the AI do it until we get to an opportune time to take the edge and do it ourselves again.

2. Again, depends. If we play a militaristic game, monarchy, otherwise, republic.

3. If possible we should attempt to get it first.

4. I would prefer me prioritize economic, because even if we go a militaristic route, the added boost to our economy can give us the edge in numbers, then we can just upgrade when the tech is acquired.

1) Were this the Industrial age, I'd say let the AI do its thing and lets play broker. But, it isnt. This is the Ancient Age. We need to work for ourselves. How do we know we'll have neighbors? How do we know that even if we ahve them these neighbors will want to trade with us? How do we know we arent going to be stuck next to the Babylonians for the 6th straight time? Regardless of what occurs, we should deff. research ourself.

2) I, personally, am a fan of Republic. This games aims havent really been set yet. We dont know if we are going to go for conquest (which I do hope we're not, as games 2 and 4 were dom). Regardless, I still feel Republic is the wiser route.
But, we have another option now. What of feudalism? There are now three (eh.. four if you count the default). We have to think about this. My answer extends in the 3rd Q.

3) Ah, the Philo gamibt. One of my favorite. With this, you have the ability to gain a tech for free. Now, I feel we should deff. try for this one. It is possible to obtain Republic through these means, though I tend to use it for Literature. But, of course, thats another discussion. But yeah, we should go for the Philo gambit.

4) ECONOMIC TECHS. Let me repeat myself by adding a few more words. TECHS THAT HAVE AN ECONOMIC VALUE. Techs that only supply units are deadish ends. What good is having the ability to make the units if you cant support their upkeep, eh? Always take the peacetime techs before you go for a kill. Unless your AWing. Or have a really close neighbor that you need to wipe out. Or other cases that cant be determined prior to the game starting.

1. I believe that we have to research ourselves, and use a strong technological advantage to find those resources first and also be able to sell the technology out to AI or either gold, other techs, resources, or alliances. In any case it will always depend on the situation as the game develops, but definately at the start and for the most part a tech lead should be our aim.

2. Monarchy is more flexible as it gives us the opportunity to have an army, but Republic is great if the situation is such that we can get away with it. I would probably head for Monarchy to give the army a chance to wage war.

3 How, if at all, should we utilize philospohy(philosopohy gives a free tech to the first to research it?

3. Philosophy is great. Have to go for it, especially if we have a civ that starts with Alphabet, and I am confident that its not really a gamble as even on Deity its not hard to be the first there.

As for what to do with it? well depending on the situation, we could go for Literature and the Great Library which could allow us to cut science for a while and become mega rich to fund a huge army. My preference would be to get Currency if we have traded up to Maths by then. Tech trade is important and by getting to Philo first we can get a tech from a level up and use it to get all sorts of techs from other nations. And gives a nice chance to get a Scientific Great Leader.

4. Both, good strategies use all available techs, the economics are required to produce an army, and a strong army is required for expansion and to protect the state. Only at the very start is there a real battle between the two, and unless everyone wants an early war, I would head for marketplaces myself, and get the military techs in trade as they are cheaper. And that way have the economics in place to build the army.

I would try to split is up more evenly. The AI would research these certain techs, we research these techs. But in the Ancient Age, we would like to research like crazy that are the most important. We want to try to stay were the AI is on techs or more advance...the more advance the more money we can make to sell these techs IF the PEOPLE want to...or we can just keep them ourselves, people decide..:D

Well I would go to monarchy. But I say the will of the people. They like Republic we will research Republic. They like Monarchy, then we will research Monarchy.

Get that Great Library..:) That will help us catch up in the tech race if we get behind and if we are ahead and we get the Great Library, nobody can steal a tech from us and another tech leader.

Both. But I say Economic for a couple of resons.

a. In order to have a great military, we need a great economy.
b. Better the economy the faster we can research techs.
c. The more techs, the stronger the military.

So they all interact to each other.

I would like to throw my hat into the ring. I nominate myself and accept. Here are my answers to the asked questions thus far:

1. Should we research ourselves or just let the AI do it?
We need to research ourselves. Only we can get the techs that the people want; we can't trust the AI to do it. Plus, if we fall behind, we can just research the cheaper techs ourselves until we get in a position to zip past the leaders.

2. What government should we aim to get, republic or monarchy?
If we aren't going to have an oversized standing army, then republic. Remember that it costs two gold per unit over the limit (1/3/4). If we have twenty towns, that's only support for twenty units, not even covering the cost of all of our workers. If we want an army, then we must have monarchy or prepare to spend our time building markets with the science slider down to 20% or 30%, causing us to fall back in the tech race, which isn't a profitable situation (pun intended!).

3. How, if at all, should we utilize philosophy?
We shouldn't. Odds are, unless we rush to it, ignoring vital techs such as iron working or the wheel will not be worth the possiblility of a free tech. If we don't start with alphabet, forget about it.

4. What type of techs should we prioritize: economic or militaristic?
Iron working and the wheel reveal the locations of two important resources: iron and horses. I will push to get the wheel researched second or third. After all of the first level tier techs have been researched, then iron working will be a priority.

Closing statement: As you can see, everyone before me supports a philosophy rush. I don't want to see us lose our only iron source to an AI while we missed philosophy by two turns.

I hope I've added a little variety to this already fierce and overpopulated race. I was the trade minister in DGIII and enjoyed it. Remember, when you go to the polls: vote RegentMan for Resource and Technology Consul.
 
It seems like its deluge or drought as far as candidates go. Question for the 5 candidates?

Would any of you consider running for one fo the other strategic consul positions? The External and Domestic Consul positions currently only have 1 candidate (me) between the 2 offices. It would be beneficial to have a real debate and real election in these policy setting positions.
