The AI never attacks my cities when we are at war.

Having played around 60 hours of Civ6 now, I have been involved in many wars, but I have observed a common theme amongst them all. The AI never attacks my cities.

In a typical war, the AI units will move into my territory, attack and kill any of my units they encounter, then move adjacent to my cities and.... stand still.

Even when their military is several eras ahead of my own, and could easily capture my city in 1 or 2 turns, they simply do not attack cities, either with ranged or melee units.

Has anyone else experienced the same thing?
 
Yes the AI is not good in this game even on the Hardest Level.

The developers need to create a variety of land, sea and air combat formations. They then need to create a variety of attack and defense patterns and create AI objectives.

You can then have the AI decided to defend or attack certain areas and pick attack patterns depending on the AI's objective.

The AI could have a variety of objectives, help ally, disable enemy resources(nuclear mines, oil refinery, aluminum), Defend , attack city, attack enemy units(ground, air or sea clearing).
You can have multiple objectives deployed at the same time. You could use one task force to defend a sea area while another task force tries to invade a city.

Usually if you want to take a city you bombard the city using rocket artillery, battleships or bombers. Then when the hit points are low you attack with ground forces. The AI never tries to bombard your cities. The AI Airforce does nothing. I have never once been attacked by a bomber or fighter.

Ground Battle groups could be a combination of (rocket artillery linked with mobile sam) and modern armors, or helicopters. Linking mobile sams and medics to mech infantry and modern armors slows there movement down which may not be realistic.

Naval battlegroups could be Aircraft carriers with fighters and bombers protected by battleships and submarines. Or you could just have a combo of Missle cruisers and nuclear submarines.
Naval groups could have different purposes, nuclear strike group, invasion carrier group, costal defense groups, ground forces protection for amphibious invasion.

But I agree the AI needs improvement, It seems like a clueless entity with no combat formations, no attack patterns and no objectives.
