The "city eye icon" is not missing in C3C. As posted above, for the standard C3C Epic game, it is still there in the function you are used to. But the icon is even still there in C3C mods and scenarios, it only here has quite a different function now:
By adding a greater number of luxury and strategic resources in mods and scenarios, there were triggered some crashes in the city view as there was not enough place to show these resources. On the other side the aerial view never worked well for buildings that were added to the standard Civ 3 buildings. So the programmers took the never properly working page of the aerial view and used it to show lux./strat. resources if a mod contains a lot of them. That screen is opened by clicking on the "city eye icon", that appears, when there are a lot of additional lux./strat. resources in the game.
In the epic game there are no additional lux./strat. resources and no additional buildings, so the progarmmers decided, that the aerial view can stay here as it is.
The following text in the readme file of patch 1.22 about the creation of art assets in my eyes only shows half of the truth:
NOTES:
* City view is disabled while playing the Conquests. This was done because the creation of art assets to fit every scenario was considered a lower priority than expanded gameplay.
* City view art for the New Wonders do not appear in the City View screen. Sorry.
In my eyes the programming of the aerial view of Civ 3 was spoiled and there was not enough time for a new programming of the aerial view to handle additional buildings properly. I also would like to have the aerial view in mods and scenarios again.
