As a great lover of Civ III I could not wait to play Civ 4 and at first was delighted with the new game. I felt that the AI in relation to goverment and interacting with the human player( a bit of a weakness in civ 3) was a real improvment. Also the combat system was improved from the point of view that as a unit gets damaged, its ablility to give out damage would aslo be reduced.
As I progressed to the later stages and had sometime to digest some of the changes I started to feel a bit disappointed. Maybe its just balance issues in some cases, howerver I feel that the naval side of the game has more problems then just that.
1. Say for instance that you have a great Navy, and you particular rival has not, with most of his cities being inland. What use is there for a navy that cannot bombard a city in civ 4 vs someone who has not got ships themselves? Not much really that I can see ( not counting aircraft carrier which are air power anyway). I feel that the naval units should be able to bombard land units, and cities, and unit in city as they would in real life, with the amount of damged subject to balancing. This is my major dissappointment as I loved my navies in civ 3 and now they are a bit worthless.
2. Helicopters need some changing, maybe an increase on power to say 28, with decrease vs armor to aboutn 75% as this would keep them as tank busters, but also of some use vs other things, I measn 20 vs 15 of calvery just does not seem at all realistic. Also there movermebt over roads and rail should be different as my helicopter get left behind by land units when on road or rail?. Lastly should be especially weak vs modern jet fighter.
3. Does anyone out there know if there is anyway to damage a fighter that is in intercept mode?, It seem that the only way to destroy them is land based unit taking the city. If this is so I think that during bombing runs they should be able to get damaged, alos there should be an option for the fighters mission to remove the air cover. Obviously there would be some balancing to do, but this seems to me to be much more realistic. Lastly has anyone notice that when on there recieving end on bombing mission there is only a worded message, not an actual visual, is this a bug?, as I have preferences set to watch enermy moverments.
Anyway thats it for me, would appreciate any comments as this game is good, but to me could be fantastic with minor changes( patch anyone?)
