We are under a serious invasion with 3 escorting caravels and 4 galleons with troops, we can safely assume these are high grade troops.

First out, I think we need new civics, in line with a radically changed situation.
We need instant forces to defend our Western cities, we need faster paces in cities in getting new buildings, and we need a way to handle surplus food in case we want to improve a certain city's production. The answer to this is:

Nationalism (gives us riflemen for population points, up to 3 per city), Organized Religion (25 % faster building of houses) and Caste System (allows more city specialists). For now, I think we keep Hereditary Rule, as well as Free Market.


For the defense against Justinians Armada and imminent invasion. We change civics this very instant, and we draft troops in Cordoba, Madrid and Barcelona, 3 riflemen in each, just to save time.

I see one defense line behind the river at Banana Ford (Yellow), behind the river at Sacred Ford (Light Blue), and a mobile, flexible defense at Elephant Plains (light green). The lone caravel will upgrade to combat 2 and upgrade to frigate, and then begin the naval battles.

I suggest the great general is used as a military instructor, making the draftees in Cordoba and future navies more competent troops.


I am willing to take on next turnchat, to radically improve this serious situation. I am not fearing Mayas and Babylon alone, but having all nations declare war on us.
 
Provo, those ships are within our boarders, if he does land the troops and then declares war, his troops will be moved to the closest part of neutral/allied boarders.

We should not expect him to land, but expect him to move 1S then attack, most likely at one of the towns.

Madrid and Seville are in danger of being captured, however Justinian does not have gunpowder, and with 3 troop cargo per galleon, we can expect a size-12 siege capable army. Take off some of the troops for Trebucets, and we have some hope.

The Knights of Santiago should be moved to the primary front immediately, maybe to Seville to attack from there, and the trebucets from Barcelona should be moved there as well.

As for civics, I say that we should switch to Nationhood only, in order to cut the revolution time by one turn. This is because it is very possible that Justinian could attack by then. We can counter him with the caravel outside of Seville and the Frigate docked in Cordoba, but either with wins or losses, the force will continue to stay, and it is possible that the Armada will not land on the Cordobian Peninsula and bypass right to Seville. If this is the case, we can draft right before they get there to better defend Seville, if they do land on the peninsula, we have more time.

Also, the Knight coming out of Santiago should be whipped before initiating the revolution in civics.

We should think about bringing down the science slider to 60% for the wartime, and putting all eps on Justinian.

I agree on Nationalism only for now. We draft the three draftees in the neighboring cities (Seville, Cordoba and Madrid), and to move in reinforcements from the near area. I say we promote the Seville caravel to first strike, then upgrade right away to Frigate, in order to stay a fighting chance. The Cordoba Frigate we must also promote before we move it out.
Knights of Santiago will be sent to defend Seville along with Elephant. I also agree on whipping the Santiago Knight out first, before we change civics (in the instant of the very same turn).

How about the Second Babylonian War, will we (more you) be able to continue it?

In the case of a larger fleet (which I doubt, know the AI) I would say we might want to take Mari and end it, but as for know it seems controllable.

I think we can wing it, and close that war. Yet, some reinforcements have not been moved up as I asked for in my instructions, so I got 2/3 the force I expected to have. Still, I think we can do this, as we got way superior troops to send in, and they are sending out medieval troops to meet our Baroque style elite army (Atreides at Dune meets Crusaders in Antioch).

I think I can play the save (until Babylonians are dealt with finally) on Wednesday, if its ok by you?

That we counter the Mayans?

If that is the case, I would like to conquer a coastal city of theirs, and gift it to their worst conceivable enemy, to spur a war between these. I would like to use our newfound power to mastermind wars globally, as we grow our power base.
 
Provolution, take a back seat for now. You have once again over-stepped your boundries and you have drug civplayah there with you. Your status and authority as Head foot soldier has been severly curtailed. Work on that Military status report I asked you for.
 
I am sorry to say I have tendered my resignation. It has been an honor to serve you, yet, I feel penalized for implementing a war people agreed on, right after Versailles.
