Although there is already a scenario that has been created that allows 30 players and 5 UN computer nations, I thought that I would create a more advanced version. Rather than 2010, the scenario would start in 2013, and there would be certain technologies for the main powers to research, like advanced stealth fighters (f35/PAKFA/J20) and missile defense. I might even throw in some futuristic units, though nothing too ridiculous.
This version is using the huge 360x360 version of the earth, and I am taking the base cities from Ricoteh's WWII global and modernizing it, i.e. giving them modern names, deleting some European cities (the map is very concentrated in Europe) and giving more cities to India, Africa, and the Middle East. To balance out cultures (because one major country having a hundred times more culture than another major country is unfair) I gave select cities like NYC, Tokyo, Moscow, London, etc 1,000,000 culture. Thus, most main countries have about 2-4 million culture, balancing out influence. The countries that I have so far are:
1. USA (gets Panama Canal because they will use it the most)
2. China/NK/Mongolia
3. Russia and former Soviet states
4. EU (minus the UK)
5. Japan/SK/Taiwan
6. Commonwealth (UK/Ireland/Canada/Australia/NZ) [there is a possibility that I will break this up into three groups but give them a scenario alliance]
7. India/Nepal/Bangladesh
8. Brazil/Paraguay/Uraguay
9. Pakistan/Afghanistan
10. Iran
11. ASEAN (SE Asia)
12. Arab League
13. Israel
14. Western Africa (dominated by Nigeria)
15. Southern Africa/Madagascar (dominated by South Africa)
16. Central Africa (poorer and have problems with civil war)
17. Eastern Africa (poorer and have to deal with Islamists)

The units will come mostly from Gary Childress' and Wyrmshadow's incredible creations. My goal is to have at least a modern infantry, marine/special ops/paratrooper, a modern armor, a mobile infantry, an artillery, a modern bomber, multiple fighter options (American, European and Russian models), and modern ships for every main country plus generic ones for the African and South American ones.
Special units will include
1. the f22, which the US starts with and yields exclusively
2. the f35 (for US, Commonwealth, Europe, and Japan), PAKFA (for Russia and India), and J20 (for China) to research
3. the suicide bomber will be build-able by the Arab League, Pakistan, and Iran. It will be a one time use bombardment weapon (similar to cruise missile) that will be invisible, have a range of one, hidden nationality, and cheap.
4. Jihadists, pirates and other terrorists will be scattered around Africa and the Middle East
There will be Sharia, Social Democracy, Communist, Constitutional Republic, and Dictatorship governments.
My goal is to provide very accurate assessments of a country's military. The US will have 10 or 11 carriers, and China will have 1. I will take the total number of soldiers, Marines, ships, and aircraft and divide them by a certain number (that is standard for every country) to give them a relative amounts of units. For example, let's say the US has a million soldiers, Russia has 500,000, and China has 2,000,000. I would take a base number and divide it. So, if the base number was 5,000 men for every Infantry unit in the game, the Americans would have 200 modern infantry units, Russia would have 100, and China would have 400. Of course, not all infantry units would be the same strength. The American's, British, and Israeli's are obviously better than the Chinese, Arab's, and Iranians. This said, the United States will be BY FAR the most powerful country militarily, but other countries will be able to challenge it with alliances

- set up natural resources
- develop the cities (irrigate, mine, etc),
- allocate city improvements
- create an accurate city size
- add units into the code
- develop the civilopedia
- alter the strengths of the units
- place units
- get figureheads (this is optional)
- set up tech tree (I have NO idea how to do this)
- polishing
