The Phoenatican Hawks
This society is built on the fundamental ideas that:
1. Our neighbors cannot and should not be trusted to remain peaceful and/or to refrain from plotting against our great nation.
2. National security is paramount, and military preparedness should take precedence over all projects except for scientific development.
3. Information is power, and to this end we must obtain intelligence on friends and enemies alike. Should they attempt to hide the workings of their nations, they are suspect, and should they declare war because of our quest for information, then so be it. This is not to say that we will then attempt to conquer these nations, as all civilizations will discover soon enough that Phoenatica has no need for their land. We must only defend our borders and inflict heavy casualties so that they will think twice the next time.
4. Our borders should be secured by garrisoned fortresses to provide early warning of an attack and to repel such an attack. Garrisons should include large amounts of artillery as well as defensive units. A rail system should be built connected these fortresses ASAP to provide unobstructed movement of troops to strengthen defenses where needed.
