Trade Route Bug

So I know others are experiencing this and I thought I fixed it in a game last night when I turned off the 3 UI mods I had running. Once I did that, Trade routes started incrementing by 1 again per commercial center (but they don't reset to the correct value).

anyway- played another game today and it happened again. This is fairly game busting bug.

any ideas on a fix:

ah so just figured out the rule change on markets.....got confused since others were complaining of it as a bug.
