Right now tribal villages are treated as a random quick bonus (with the occasional bad event) seemingly modeled after Alpha centuri's pod system. It made sense in alpha centuri, not for tribes.

Tribal villages should continue to exist even after you visit them.(unless you attack) Perhaps you could even develop relations with them. Not like other nations, no national borders. You can only contact them by visiting them. But if not immediately hostile or offended by you attacking or enslaving them. They could otherwise generally be loyal, subservient friends, that when visited will occasionally give you bonuses if you ask for them.

They would only occasionally give bonuses and only if that tribe has it itself, technology, troops, settlers etc. If you want more bonuses you can threaten it from them, they will either accept if they can, refuse, or become aggressive and attack you. (all of their tribal villages that is, but not all tribal villages)

Perhaps these tribal villages could grow into city states and possibly be assimilated into your culture over time or you could take over the location when a military unit gets there and form a new settlement.

Well, this has been discussed at great lengths over the last six or seven months, and seems to have a great deal of support amongst the CFC community. The idea of having non-competitive 'Minor Civs', who seek simply to survive amongst the major powers, would radically change the nature of the game-for the better IMHO.
These small powers could become major 'pivot points' in the quest for ultimate victory-especially if Vassalage and Protecorate agreements are added to the diplomatic part of the game. If they were to survive into the industrial and modern age, then we could see genuine Colonial and Cold-War style games. All I can say is 'lets keep our fingers crossed and hope'!

I'd like to see you asking a tribal villages to declare war on the big civ. how nice it would be!
I'd get rid of villages, just make barbs minor civ.

If a 'tribal village' was enveloped by your culture, they would become a small size 1 city of your empire if relations were friendly; if relations were not good, then once your culture hit, it would become a barbarian horde!!!

Actually, it would be nice if they expanded upon the Native American tribes used in Colonization.

I'd like them to remain independent cities that would continue to offer small bonuses as long as relations were good. Maybe some of their population could occasionally migrate over though.

yeah good point, i hate war and live peace, more allies, more morality, even for me!

I'd like to see them as a modified version of the native tribes in Colonization, offering you gifts 'till you come too close and build an empire surrounding them.

I was goign to say this idea souns like Colonization, but that's been said already. I'd be in favor of using a system similar to Colonization.

PS: That game is mad fun. You can DL it for free too, since its now freeware. :) :) :)

Vassalage/Client States is a must for Civ4.
Being able to have repeated relations with tribes/village huts would be a good idea - Maybe the game could have a randomising code where the tribes choose to contribute a unit or trade goods whenever they 'feel' like it?
