1)The spread culture mission appears to have no effect. It claims it should give a chunk of culture equal to 5% of the enemy culture in the city. However, even carrying out the mission dozens of times has no effect whatever on the relative culture percentages, the enemy culture, or the chance of revolt.
2)The sabotage building mission is bugged. For some reason it only seems to be available in cities which have a monument. In other cities it simply isn't available (I've checked that I have enough espionage, and that other buildings are present).
