As it is now every civ has their own Unique unit. But what about also giving each civ Unique improvements. This would help to personalize civs more. The improvement will be like the UU in the civs historically golden age. For Example Colloseum could be the roman unique improvement so the romans would have easier keeping their citizens happy. This would make the game more interesting IMO.
You could also share a unique improvemnt betwwen several civs in some cases. For example both Aztecs and Maya could have sacrificial altar as their unique improvements.

Any comments, suggestions are welcome

I can't really think of any Unique City Improvements that weren't duplicated or didn't have their equivalent in other cities, except for Wonders.
The Sacrificial Alter, for example, was part of the Temple.
The Colosseum...Washington state had its Kingdome, the Tacomadome, and various stadiums that were even larger.
Slave Markets, Iron Works, Bath Houses...all things that were later adopted and/or outmoded by later technologies.
The only things that weren't duplicated in other nations, were things that were either obsolete, or were already covered by similar Improvements already in use.

That would be one major pain in the waste disposal area to balance. Esp since everyone and their grandmother's uncle is asking for as many civs as possible.

What could more easily be expanded is the concept of gov't-specific builings.

Culture-specific buildings would be cool too - like in the DYP mod (I think). Eg. all commercial civs are able to build this building, etc.

I must agree with others that this IMHO would not be a good idea, simply becouse some nations(civs) did not have a special building/memorial, so firaxis might have to make some up :)
