Unit ability to make owned tiles neutral?

I always hated having an enemy civ build a city right next to mine and grab a tile I was planning on getting with a resource I really needed. In previous civ games there would be ways to fix this, like culture/citadel bombs or just slowly out-culturing the other city in civ 3, but here all we can do is take over the other city and either keep a city we don't want or raze it. Either way it takes a ton of time, resources, and warmonger points to take something when all you want is one tile.

I want to make a mod to give your military units the ability to make any tile they're standing on that's owned by someone into a neutral tile. You click a custom button like you would to make a builder build an improvement, they would do the fortify animation and a custom symbol would appear over their head, and a few turns later the tile will be owned by nobody and you can buy it or expand to it or whatever, and then make a peace treaty without worrying about dealing with capturing a city you don't want and having a ton of warmonger points and negative health for taking that city.

Obviously I'd need to add some balance things like AI getting pissed at you doing this so if you do it with an open borders agreement instead of during a war, they would actually react, but right now I have no idea how to even make mods that are any more complicated than tweaking basic unit and building settings, and for this I would have to add a unit ability that doesn't exist in BE to every military unit in the game and tie it to a fortify animation and a custom visible symbol (like the shield for fortifying, except something different) and maybe also make the AI do this when they get into a war with you as well, and I've gone through 8 hours of general civ tutorials and found nothing but basic changes, so I figured I'd come here and ask you guys, halp pls!
