How can one figure out how many units a particular nation can support freely?

That's not what I mean. I mean, given a number of cities (and civics, difficulty level, and whatever other factors there may be), is there a known way to figure out what my maximum free unit occupancy is?
In Civ3, if you went to the military advisor page, it would say how many units you had, and how many units were supported by your government. In Civ4, you can scroll over the unit support category on the financial advisor page, yes, but 1)I can't understand for sheep's **** where they get their numbers, and 2)I can't understand for sheep's **** how they got their numbers. All I want to know is if anybody knows a formula for calculating how many units are supported freely (i.e. 4/city under monarchy vis a vis Civ3).
