Using Workers to lower enemy health.

I haven't tried this yet, but would it be possible to use workers to cut down forrests in the area around enemy cities thus lowering the level of health in the city?

If the forces at your disposal are not good enough to attack the city having some strong defensive units covering the workers while they move around and chop down forrests could decrease the city's health by as much as two points, possibly leading to starvation.

I gather that the wood would still be brought back to your nearest city?
 
I'm not sure that it would be worth all the trouble. Plus the city probably wouldn't starve, or if it did, it would take awhile and it wouldn't really help you much anyhow.
 
Can you even chop outside your own cultural border? I've never tried, b/c I KNOW you can't build quarries etc....
 
The only improvement you can make outside your own border is to build roads. Chopping isn't an improvement I guess because you can do it outside your border, but not inside the territory of an opposing civ.

Though I can't say about when you're permanant allies.
 
Ofcourse you can chop outside your boarders, problem is you get less hammers. I know the tile immediately outside tyour boarders is -20% hammers, dont know if its genneric or if it increases further you venture.
 
Pretty sure you can't chop in enemy territory. You can chop in neutral territory, though.
 
You can chop in your own territory, neutral territory, and the territory of an opponent who you are at war with.

Since I'm a big fan of the chop-rush, I will try to chop forests that I know will eventually end up in my neighbor's territory, provided I can cover the workers. I also like to steal forests while I'm invading my neighbors. Sure, you get fewer hammers, but it has the additional benefit of denying the resource to your enemy.
