Usurpers and Internal Strife

Providing that in Civ6 there would be at least 2 rulers available for each nation.
In governments other than Republics and Democracies(got to add Communism and Fascism to that too I think) suggest from time to time the possibility of the following:
Usurpers would rise to power and claim that the throne of a particular nation belongs to them as righteous rulers. This could happen within human and AI tribes alike.
The reason for such happenings could be: 1 Several unhappy faces in the cities for a certain amount of turns 2 Nation lagging behind in cultural standings, perhaps other.
Once recognized by a portion of tribes population a civil war could take place, nation would be divided into loyal and rebel sides(cities).
This would make the game more realistic without making AI more intelligent and powerful, in the higher difficulty levels AI gets enough advantages and benefits already.
The model of scientific research I wrote about in the other Thread(which apparently is in use in the game Alpha Centauri), elections for certain type of govt.'s, usurpers and civil strife for others, more cataclysms would be enough to ensure a more realistic, unpredictable and challenging game than in Civ5.
 
You can make Civil war without requiring 2 leaders per Civ, and that is to keep the minor Civ *city states* system they have now and make it more robust.

I venture to guess it would even be possible in Civ5 although the city-state AI may need to have a whole new set of strategies added to it.

When a Civ is in civil war, the usurper cities automatically split into a minor Civ. There may be a VC, say, capturing the capital city, at which point the usurpers become a major Civ and assume the empire/Civ if the other side capitulates. Leaders remain the same, just as your current leaders don't really die over 6000 years of history.
