v1.52 - Rollovers still aren't reliable

For the city "what to build next" screen and the technology "what to research next" screen, sometimes rollovers work and sometimes they don't. The reason for this intermittent problem is not obvious....

I confirm that this problem still exists in 1.52

Best solution I have found so far: enter a city, check for rollover. If not working, change a tile, change it back. Rollover should work now.

Unfortunately, this is not possible if you are called for diplomatic negotiations or if you have to decide about which technology to go for.
