Vassal gifting

I just played a game of BTS under 3.13 patches or what ever..

I noticed a bug?, I gifted Planes to my vassal on another continent, continued gifting him troops plans etc, then I noticed that they had OVER 8 planes in a city with an airport.

the planes were both the Normal fighters and jet fighters....but they had over the 8 limit they were allowed.

I don't have a save of the game, but my vassal had BOTH fighters and jet fighters donanted from me * I was fighting a proxy war with Khan*

That's off, you'd think they'd go to the next closest city with less than 8 Airplanes. How many Airplanes did he have on his other cities?
