Waiting for Civ Choices?

When loading a single player game, there is a brief flash of a silhouette of a black head & shoulders profile, with the words, "Waiting for Civ Choices" and "Leader Description". It doesn't seem to have any effect thereafter. Is there any significance to it?

It does the same thing on mine. Just a minor bug, no use as far as I can see.
