Do people here generally emphasize or ignore Walls for Cultural Victory? I used to completely ignore them but after tracking tourism for a few games I feel like they might be a worthwhile investment.
Walls provide only a tiny bit or tourism, but because Ancient Walls are so cheap they seem to be an efficient investment. Ancient Walls cost 80h and produce 1 tourism. Limes cuts that cost in half to 40h for 1 tourism. Wall Tourism does not kick in until Conservation, so it makes little sense to build them early unless you have absolutely nothing else to do (though one early is fine for the Engineering boost). However, once you are near Conservation they may be the best bargain available in terms of hammer per tourism point.
Compare for example building Ancient Walls to just running Theater Square Festivals for more Great Writers. A Classical Writer costs 60GWp, and based on 15%GP per hammer spent on projects it would cost 400h to earn one, who will then produce 8 tourism (in the new patch, with Printing Press). That ends up being 50h per 1 tourism, and so is a bit less efficient than building Ancient Walls with Limes on a strict basis (not accounting for the culture and Great Artist/Musician points from the project or defensive benefit from walls).
Medieval and later Great Writers get much more expensive, and so it becomes progressively better to build Ancient Walls before running projects later in the game. Later Walls probably still outshine projects once the cost of Great People escalates. Medieval Walls cost 250 and give 2 tourism - and so they are about 65% as efficient as Ancient Walls. Renaissance Walls cost 300 and give 3 tourism, and so are actually more efficient than Medieval Walls, but less efficient than Ancient Walls.
Medieval/Renaissance Walls are a good tourism value compared, for example, to a late game wonder - Medieval Walls can be built for 150h with Limes and give the same 2 base tourism as a wonder that might cost 800h+ at that stage of the game. Besides, a city that has already chopped its trees may have no chance to build an expensive Wonder but can easily scrape together hammers for some Walls with Limes.
I am not arguing Walls will ever provide a major source of tourism, but it seems like they can speed victory by a few turns if used right. They might be especially useful now that Great Writers are nerfed.
