Water Parks: suddenly can't build buildings

I create a first water park, built a Ferris Wheel then an Aquarium in it; then when I got the Civic to build Aquatic Centers, I couldn't make it, despite fullfilling all the requirement
I then constructed a second Water Park, and I can't even build a Ferris Wheel in there
