Weird graphical problem (clouds flickering on globe view / overlays flickering)

My Specs:

AMD 4400 X2 proc, stock speed
2GB of Corsair TWINX XMS (stock)
DFI nForce 4 sli mobo
ATI x1900XT vid card (stock)

This is actually a clean system install (just upgraded, XP Prof, fully patched). WHen i play Civ 4 / Warlords, everything runs fine, EXCEPT that i get this weird flickering on any overlays (such as the marker when an event happens off screen) and also when i zoom out to globe view, the clouds are flickering /stuttering. I'm not sure about Movies, i've only played multiplayer thus far so i haven't seen any.

I'm using the latest Catalyst drivers from Ati's website... and i'm running at 1920x1200 with all graphical options maxed out.

Anyone know what i might try to fix my problem?
 
I have a similar system (AMD, nForce4, ATI 1800X).

The game was running fine for me, until yesterday when I upgraded to the newest nForce MB drivers. After that, the game runs OK, but in between turns, the ground layer - water included - will often flicker to black. It is restored by the start of the next turn, but it is annoying.

I have installed the latest (6.7) ATI drivers and it did NOT fix it.

I have reverted (via Windows system restore) to the previous drivers, and it did NOT fix it.

Other 3D games still seem fine.

I'm wondering if yours and my issues are related?

i've tried turning off AA, changing resolutions / quality settings... nothing works.

anyone have some insight?
