What about cultue outside of cities?

How about being able to build National Parks, National Forests, National Monuments, etc? They could be expensive (built with workers) or wonders. If they had a single culture point per turn they could grow and link up your borders.
An example: I have several cities with a barren expanse in the middle, I have my workers build a National Monument (aka Rushmore) in the barren area, at one cpt it would grow slowly but fill up the area on its own without using up a city that would be useless in a desert.
There could even be a commerce boost to them to represent tourism.
Thoughts?

I do understand what you're saying. And it's just like the Pyramids in real life. Some are close to a city, but some are fare away from one. However, I don't now if it is such a good idea. Because doing this means that a wonder or building has same caracteristics as roads, irrigations and fortresses : ennemies can destroy them.
"Just put some units on it !" is what you'll say. Yes, but how many ? Think that one is close to the border and your neighbour is entering in war with you. He come with massive attack, destroys all the units that we stacked "on" the monument and then, destroys it.
Of course, you wont build a monument near a border. Yes, but some would. And how about the ones you capture ? And when you capture some cities, the monument is on nutral ground. How about it ?

Well, I'm not saying it is a bad idea, but I think that it will cause too much forumlas and conventions.
