Even with nerfed RAs, I would go with Arabia on a large enough map (Standard and up).

On smaller maps, Egypt to Wonder spam (I play on Emperor). If I had to go up to Immortal or Diety, though, I would probably lean India.
 
Gotta go with the Aztecs. Population is key, and that is what Monty does best. And hey, the jungle bias certainly doesn't hurt.

Anyway I think China (Paper maker is awesome: one of the best, if not the best UB in the game) is a great contender.

As is Babylon for obvious reasons. Couldn't you have included DLC civs? Lots of people who got the special edition also have Babylon without DLC anyway.

Siam because the Wat is extremely useful and another very good UB.

The Aztecs are surprisingly good because of their jungle bias, and to a lesser degree because of the floating gardens population increase.

Persian golden ages really help with the extra science focus.

India can have huge population which helps as it's more efficient when going for large population/science to have fewer cities which are larger, rather than a lot of small cities which generates more unhappiness.

Rome's ability can really help you get those universities / libraries in every city fast.

But definately China and Babylon are the top two.

Why China as no2? Do you thing Chu's and the extra strength from GG's are worth that much for a science victory? Because Bazaar utterly destroys Paper Maker.

Paper Maker bonuses:
+3 gpt

Bazaar bonuses:
depending on city, either:
+8-24 GPT
OR
+4-12 happiness

A city could have 4 lux but I'm discounting that :) And if a city has no lux, you shouldn't have founded it. So at worst the Bazaar is giving you +5 more GPT than a Paper Maker, up to +21 more GPT.

Not even including the bonus gold from Oil and Oasis :)
 
Babs for the science, Monty for the production. Babs will just get to the space race sooner with a decent start. Monty will create giant production cities that can build the space parts faster than anyone else AND can go through the honor tree faster to help generate the money needed to keep on moving.

China or Egypt would by my 3rd and 4th pick.
 
Russia because of high prodcution that its crazy can pop out spaceship parts like crazy

A lot say babylon of the DLC but i thinx the inca's are good to if you play it right you will have the most money like more then +100gold per turn and can just buy spacefactories public schools, research labs and spare some turns...

I found iroquois ols nice with there nice production bonusses from forests...

And deffinitly arabia they can get so much money from trade that its broken
