What happend to Non aggresion pacts?

Is there anyway to add them to the game or even other types of treaties?

Is there even a way to form an alliance with the AI? I researched Permanent Alliances twice and even gave them the technology that unlocked it for them, and we're on Friendly terms, but I can't get the option to form an Alliance.

You have to turn it on through Custom Game instead of Play Now.
