What i need to make my mod working?

I am doing mod which adds Mongolian Civilization. I have done everything what is written in Kael's guide but when i am launching mod nothing happens there is no Mongolian civilization on the list. Can anyone help me?

Did you set up the Actions tab properly? Are you setting up the game through the "Mods" section?
