I'm guessing it backfired on him.
Never heard of that acronym in particular.It may be known in the civ world as something else like ICS or Super Growth etc.

It does seem a bit odd, however, that he refuses to tell you because you took one of his cities. It's only a game of Civ 2!

Well he said i was honorless, i took his city after i said i wouldn't, i didn't remember to just disband the rifleman the right before me was an empty city which could be used as a staging area on the most important city in the world which had about 10 wonders. And was generated 600+ beakers.
He also got real pissed when i used diplomats to steal techs after i had 3 long periods of Anarchy after my invasion fleet in Republic went off to explore Chinese and Egyptian lands.
Basically he thought i was breaking our agreement on a fair game when i said before we started that the only rule was no fundy. cause he will go straight for Democracy and the Statue to get Fundy. and wipe me out. My last defence on that is to build a wall around my entire continent. This game i still did it with 80+ rifleman. And this was on only one of my contients.
So when i used my diplo's to try and get back into it tech wise he told me to **** off and he'd quit if i didn't stop, i did it a few times and he said he'd show me his best strategy that was "unbeatable" better than Infinite City Sprawl etc. so in my haste i take one of his cities and he promptly quits and calls me and "honourless MOFO" citing that i had broken our rules for a fair game, when i had only specified that we would have no Fundy and later on he made me agree not to crank up luxs. in Republic/Democracy to get the pop. boosts.
