What is the difference between a Tact nume and ICBM?

I have yet to build any of them just wondering the difference?

Nuclear missles create a lot of pollution and when you use one, all the other leaders do not like you.

The primary difference is you can move the tactical ones via the nuclear sub. The ICBMs have much greater range and cost more. Both have the same effect on cities.

I don't think ICBM's have a range. They can just hit anywhere on the map (even ocean squares). You can nuke a city halfway across the world in one turn without a second thought.
