What startup programs aren't needed?

Well, as i'm not getting a new PC for a while now, i would like to speed this one up a bit, it used to be very fast (got it in 2000) but now its going really slow, its Windows ME and half of the memory or so (11/20 GB) is taken up, i can't remember the speed of the processor etc. Well i checked to see what programs came on startup and found the following...

Removal will depend on what the other users do with the computer.

Thanks , i'm pretty much the only user now, and my dad only goes on it for the internet or word and the likes, i will check out the links .
