Where do I find ModBuddy?

Where do I find ModBuddy? I have Civ 5 through Steam, I've downloaded Microsoft C++ but I have no idea how to access or even find ModBuddy and I cant find a thread or source that says exactly where it is.

It is on STEAM - Tools. Look after "Sid Meiers CIV5 SDK" Source Tool.

I've been looking for that for ever. Thanks a million.

When I try to open ModBuddy it says it "can not open 1 or more components. Please reinstall" Which I have done and it still does not work. All the other application seem to work, just not modbuddy. In modiki it says to change paths but I have no idea where to do that and it is not specific and I dont know if that is even the problem.
