Without a core rule for how many turns that can be covered per term, we may see a faction hijack the game and play too many turns in a way it hurts the game or too few turns in a way it hurts the game too. Setting a minimum of for example 25 turns and a maximum of for example 60 turns would at least guarantee a certain progression within reason.

This core gameplay mechanic should not be up to the factions, as it is de facto a core rule influencing the metagame to the highest degree, which this poll itself is making evident.

Factional ruleset.

Let each faction decide how their government will progress the game.

We need a maximum number of turns. What happens if someone decides they just want to play the whole game in one sitting? I am not in favor of a minimum amount of turns, but we need something in the core rules to prevent abuse.

How do you enforce that? (And note - that has NEVER, EVER been a concern. If anything, people have complained about a SLOW pace of play.) What happens when the natural pace of play goes over that maximum number?

The answer is NOT a hard limit. The answer is to make sure that the majority of citizens are happy with the pace, and give them a way to push the faction to stick with that pace.

Finally - remember that there should be a requirement in the core rules about reporting the results of a game session in sufficient detail to allow someone else to general reproduce the turns. Can you imagine playing 500 turns in a day and still meeting that requirement?

Maybe that's the answer to getting one of these games finished is to play it all in one day.
