Where would a route's feature restriction be handled?

I was wondering where a route's feature restriction/interaction/whatever would be handled. I ask because in the PlanetFall mod your unable to build a magtube on xenofungus, and a hybrid forest feature, but for the life of me I can figure out where this is being done at. Not in the xml, or the CvEventManagerPlanetfall.py as far as I can tell and I've been digging all over the place without any luck.

Not entirely sure, but in CvGameUtils.py the canBuild() function could do what you want. Note that it seems not to check for a route type, but a "build" in CIV4BuildInfos.xml.
