Why +3F surplus when building settler instead of granary with angry citizen?

I knew angry citizens do not eat food if building a worker/settler. But I ran into a case where there is a 3F difference in surplus food when switching between granary and settler build.

The granary case makes sense: Size 6 city, 1 angry citizen, 17F total food from worked tiles, of which 6*2F=12F for the citizens, and -2F from unhealth, leaving a surplus of 3F.

In the settler case however, +6F surplus is converted into hammers. I had expected +5F. The city screen still says there is -2F lost because of unhealth, but then the numbers do not add up. Is the displayed unhealth penalty incorrect?

In both cases, the city screen reported 6 health < 8 unhealth = -2F, and the unhealthiness break down is 2 from flood plains and 6 from citizens.
 
I can't find an error in the math. My only guess is that the unhappy citizen also doesn't count as an unhealthy citizen when building a settler, but I'm afraid I can't test that right now.

Righto, unhappy citizens are "not there" when building settlers or workers, so unhealthy is also reduced by 1.
 
Ok, so that means the -2F unhealthiness displayed in the city screen is incorrect in this case.
And that growing into unhappiness has no negative side effects besides the angry citizen itself (slave revolt), if building worker/settler.
