Why can't I raze or capture size 1 town?

I killed two spearmen in this size 1 town, but I still can't capture or raze it, why? BUG?

Chances are there'll be a unit in a ship under that worker. The town is still defended, but since the defender is loaded into a galley, it doesn't show.

AI has higher AI, I thought they are lower

I think there are some invisible units in the "Conquest" scenarios where this happens too.

There could have also been a king unit. I have noticed that the kings, when playing regicide, will hide behind the worker.

Ship should not have had any effect on this situation.
