Why can't I share communications?

So, this may seem dumb, but it is really vexing me.

I am playing a Prince German game, in the middle ages, and I can't seem to share communications with any other nation. I am on an isolated corner of the world, and really need to make connections with the other powers. I am a feudalistic government. I know I should be able to share my contacts, but for some bloody reason I can't. Anybody know what I should do?

In vanilla/PTW you need to know writing. Judging by your government, I say you're playing conquests. In conquests, contact trading has been pushed back to printing press.
