Why Does This Mod Not Work?

Usually I'm able to troubleshoot my mods but I'm really puzzled with this one, the building just does not load (yes it's in UpdateDatabase thing)

third, in cases like what you are running into where it is not easy to spot the error it is better to zip and attach or link to the actual mod as it is in the game's MODS folder.

Thanks for the information regarding the <FreeBuildingThisCity> too, much appreciated. Basically, I'm was trying to give an additional free building for the trait but only if the city is near tundra (the first building gives yield for tundra tiles, and the second is supposed to give happiness, but only appears if the city is near tundra). Any suggestions for how I can accomplish this?

As for <Unhappiness>, I can assure that it works. It simply gives that much unhappiness when the unit is alive. I don't know why it doesn't work for you...
 
<FreeBuilding> in table <Traits> does pay attention to terrain etc requirements, and wants specification directly by the Building <Type> designation, so if you give <FreeBuilding>BUILDING_BLACK_TOWER1</FreeBuilding> in your trait it should implement properly to only give the "happiness" building when the city is near tundra. I didn't see that you had specified anything as yet in your trait for <FreeBuilding>. You could also move your terrain yields into the BUILDING_BLACK_TOWER1 building, tho you would not get the extra affect on snow tiles if the city is not placed near Tundra.

As far as giving the BUILDING_BLACK_TOWER you can do it via xml (or lua). For the xml method one expediant is to create a custom replacement version of the palace building which is identical to the normal palace except is gives BUILDINGCLASS_BLACK_TOWER as a <FreeBuilding> in the <Buildings> table definition of the custom palace. The downside of course is that this will show in the civilopedia, etc., and can show in the set-up screens for selecting the civilization, and in the Dawn of Man screen.

Just keep in mind that in table <Buildings> both <FreeBuilding> and <FreeBuildingThisCity> want a Building-Class specified, like you were already doing, but in table <Traits> the <FreeBuilding> wants the direct name of the Building instead of a Building-Class.
