The best solution is to play a game that the developers actually finished, not some hack job like Civ 5.

Don't think of it as people being unhappy that there are more cities. Think of it as it being more difficult to keep all these outlying cities under your rule. It was no small feat back in antiquity! Supplying them with pretties and noms keeps them from rebelling.
Like a lot of values in CiV (e.g. social policy costs), there are some hidden "true" values that are rounded up/down (no one's really sure) to a multiple of 5. The modification probably gets applied to the "true" values, and the rouding can cause some significant divergences from the stated 25%...

I would vote that they bring back diplomacy. I know, I know, it's still there, kinda. But there's no longer any such thing as a lasting friendship/alliance, or even a dire nemesis. It's just a temporary thing...
If you mouse over the top part of the UI where it shows you your happiness level, it will tell you which luxuries you have at least one of. The only way to see the quantity of those luxuries you have is to see them in the diplomacy screen of a leader who lacks them.
