    Free Settler AND Faster Settlers everywhere would be seriously OP. Heck, just FASTER SETTLERS everywhere were considered OP for ICS strats.

    Yes, I use it often. As far as the change... meh, it's usually not drastic. Everyone eventually gets Guarded or Hostile. They just do it in a different order than normal. :lol:

    BUT, it remembers how much you spent building it so far, if you resume it in the city you started in.
