At least in CiV, if you had a unit with the March promotion and a unit with the Medic promotion next to it, the March unit would indeed get the increased healing from the Medic unit every turn.
If CiVI is similar, this would imply that Mamluk/Medic combinations will be a bit... interesting.
You should be able to find this. I believe the Civics will discuss when one Policy card replaces another or makes one obsolete. In the case of the Amenity one you reference, I believe it is replaced by one of the 'minus War Weariness' cards.
That's not been my experience. My experience is that Japan simply either chokes at being able to put down districts (i.e., doesn't make the most use of its UAs) or getting the production to put anything through them.
Getting a 7 pop city isn't too much, granted. That's three (3) districts...

Japan simply cannot make full use of its UAs unless it can make Farms and more or less nothing else. Particularly if you're looking at the timeframe before the IZ starts dominating everything. Given that a Japan that tries to make the most of its bonuses...

Something to note is that Kongo tends to be quite advanced scientifically, presumably because the two first districts that come up are Holy Site and Campus and Kongo can't build Holy Sites. So they build Campuses by default.
This points to a greedy algorithm of sorts for AI district placement...
I've themed a couple of Art Museums.
There should be an achievement for Theming an Art Museum with Sculpture, though. Does anyone besides Donatello even give you Sculpture?
Art Museums may be harder to theme, but they don't require production to do so. Unlike Archaeology Museums.
