    Lurker comment: Actually, Hostile city-states are better to keep, if you want to conquer some others. Influence with hostile city-states keeps decreasing at 1 per turn, while with non-hostile it starts decreasing faster (1.34 after declaring war at 3 city-states, I believe).

    As I understand, it only cuts off trade route - reduces income. And then, only if the city is not connected by road. And your ship must be in the city's fire radius. So, it's quite useless. (Especially against AI, IMO, as you don't see many intercontinental AI empires...)

    IMO, for naval units it is better to go first for logistics (4 promotions): that allows you to accumulate XP quicker and allows moving after the 2nd shot as well, making you, in some cases, invincible (especially with current naval AI). Then you can take range.
