It's very rarely useful once you are so far into the game that you have stacks. Early on when you are choking opponents by placing Archers on Hill/Forrest tiles it's more important. Later on all the forrests are gone and the 25% from Hills don't do much.

It has a chance but it's not certain. Just like you, the AI can station troups in culture flit endagered cities to reduce the chance. Even if they have no troups there the chance is limited to 10(?)% or so. Also you cannot revolt a city that already is in revolt.

Maybe you can chop in the colossus, so you get at least good gold out of your capitol. Otherwise give the corn to your second or third city. The rest will have to stay with your capitol. You wont have enough happiness. You also have two completly useless tiles low production and no river. So...

There's many ways to do that. For us to find out which one you are lacking in, you would have to provide us with a save. You could be missing out on researching techs that the AI doesn't prioritise, or you don't grab failgold from wonders wich you have the strategic resource to build. Maybe you...

My Buffy doesn't have options. There's no options button as in Bug and Ctl+Alt+O does nothing. The normal Civ 4 options have no Buffy options. What do I have to do to get the options screen up and running? I'm playing on Vista Sp2. Installed Bug as a mod. I am on first admin account.
