Looks like we will both be contesting the leftmost claim of yours. The Empire of Yamato suggests the Jinrai rebels not seek to contest control of that prefecture lest the Empire be forced to rethink its tacit tolerance to the republics continued presence in Nippon.

The President: The current president of Egypt is Pensali Al Dunyanin, the new leader of the Centerist party. He has promised to expand Egyptian influence in all directions without sacrificing the continued recovery of the economy.

I think you misunderstand.
All new nations begin with one land unit. Land divisions can be used to claim neutral territory. A player may claim as many territories as one has armies, provided these claims form a contiguous chain. Fleets can land troops on distant shores, and air wings can deploy troops further afield, thereby surmounting attempts at encirclement by other players; a maximum of five claims can be made this way by either method.

That second rule is for non-continguous claims, made with aircraft and navies. You can claim as much as you want with regular claims.

Alright, I thought I was pretty clear in the OP, but as evidenced by recent orders, there's some confusion about claims.

Players can claim up to as many armies as they have at the start of the turn as long as it's contiguous with the capital region (continental) or general vicinity (islands, i.e. Double A, Optical - still working the kinks out in this one). 5-per-turn is the cap for air- and naval-supported claims, which nobody can do right now.

Army purchases are for next turn (excepting the defender scramble during war), so everyone has one claim total this turn.
 
In that case Yamato will alter its claims to claiming the westernmost province claim on the map of Jinrai's outdated five province claims (the one touching my core territory)

We would appreciate it that you don't refer to us as rebels. We are a legitimate government and have as much right to exist as you do. We have the right to claim territories that we see fit for the better of our own survival and defense. We'll not claim the Yamato core territories so long as our right for existence is recognized.

WAR DECLARED AGAINST DECCAN RAJAHS!

Muhammad Tabish Nizam has declared war on the various kingdoms that occupy the Deccan Plateau. In a monumental speech he made on Magha 12 (Febuary 2) that the Technocracy shall "grind the petty tyrants who have enslaved India into dust and ash".

To achieve this, the Nizam has ordered the raising of five divisions in order to pacify the princely states that exist to the northwest of the country. The initial phase of the liberation of the Deccan Plateau was for the most part a success, with the bolt action rifles and swords that the militias carried being no match for our modern assault rifles and tanks.

In order to bolster the war campaign, the ministry of Production has also ordered the construction of fify factories across the country. "This will be a very bright period for our nation", Minister A.E. Sharma said in an interview on Thursday. "Many jobs will be created from the war effort, and not only will the petty states dotting the Plateau be liberated, but we can also see an expansion of the economy and of our national infrastructure from this."

SPOILER ALERT! I've got some people looking to spy this soon, so I should clarify: spies, like armies &c, only become available for offensive operations next turn (so defenders can scramble defence, but aggressors can't rush). So you can't use them the same turn they're hired.
