Survivalism or Scouting for Scouts?

It seems like a no-brainer to me. The main role of scouts is unfogging the map. One promotion helps with that, and the other leaves a trivially easy to kill unit slightly less trivially easy to kill.

These are my exact thoughts. My scouts are supposed to scout. Not hang around and escort civilian units. Once the entire map (or at least the major part I want to see) is uncovered then the short period in which the scout, even with survivalism, is useful has passed.

The idea behind Survivalism for scouting related purposes is that they have less downtime healing back up after taking damage. That said, I'm inclined to agree with you.

However, the inspiration behind this topic was my last game as Polynesia. Taking Survivalism on my Scouts allowed them to clear out a few Barbarian Camps overwatching nearby ruins I otherwise wouldn't have been able to grab without spending time building some extra Moari Warriors and waiting for them to complete the long voyage to get to those isolated areas. I think in Polynesia's case a strong argument for Survivalism over Scouting can be made. And since it worked out well for me with Polynesia.
