When barbarians break your deals

What I don't understand is why this breaks the deal in the first place, surely the answer is to suspend it until you've repaired the pilliaged tile, then the deal resumes. That way it can't be exploited.

i agree with this.
idealy there should also be a contract fee based on the turns that the resource was unavailable (~240/30*turns_not_available). could be payed in other goods or gpt too. if the fee is not payed -> diplo-hit.

I think you should get a hit, even a denounciation by the more aggressive Civs. Upholding an agreement should be a commitment.

Even more so, when you deliberately sell and then DoW, you should get a big global diplo hit, collective denounciations even.
