Why don't city states form confederations?

City States should form mutual defense pacts and possibly form diplomatic unions with nearby city states in the later stages of the game.

For example... Sidon, La Venta, and Genoa would form a confederation together. Attacking one would result in all three declaring war on you. You would no longer pay gold in lump sums but instead would pay out gold per turn in foreign aid to increase influence to have diplomatic access with that city state. You can still give gold to increase your standing with the confederation, but say 5 gold per turn is required just to have diplomatic access. City State Confederations provide diplomatic votes in accordance with the number of city states they have +1. Finally, diplomatic access allows you to swap gold or other resources with a city state confederation in the same way one swaps great works... except this would be for a set amount of turns.
 
That's what I was expecting from Venice...
