It's nothing particularly new or complicated, and fairly self-explanatory, really. The military system has pretty much been adapted from what I used for SKNES II. "Administration" is a catch-all for education, bureaucratic maintenance, etc. that's the cost necessary to keep everything running. I've taken a page from EQ and replaced a hard stability/dissent stat with a list of the major issues, since I think it's a good idea.
