Training units in improvements other than cities?

Does a mod exist where you can train or buy units in improvements other than cities? I would like to make a "Military Camp" mod where you can build an improvement and train/buy units there. I would be okay with making them pseudo-cities but I do need some existing mod to starting working off of or tips for what files I should be looking for in the game source.
