How should our relations with Germany be? Should we declare war on them, or should we live in peace with them?

Interpretation: If the number of votes for the first and second option is larger than the number of votes for option three then we will go to war with Germany. If option 1 has more votes than option 2 then we'll declare immediately, else we'll declare when peace with Rome has been made. People who voted for option three can leave their votes for the timing issue in the thread, these votes will also be counted. I didn't make two separate polls to keep things slightly organized.
