As you can see in the image, I have a Great General in German territory (but adjacent to my border) but it won't allow me to place a citadel!
I do have Bronze Working so the jungle isn't a problem. Me and Germany are at peace, although we've just come out of a war so the peace treaty is still in effect. We do have an open borders agreements currently.
Interestingly, the GG will allow me to place a citadel in the tile left of the one I'm trying for, where my Pikeman is.
Any ideas?
