I think that Land stealing should be considered as an act of war. I agree that it shouldn't be possible during peace treaty.

But I'm actually more annoyed by "friendly" AI stealing small pieces of land near our shared border without any sort of provocation. Civs with declarations of friendship with one another shouldn't be able to steal each other's land.

I think it's already the case that declared friends do not steal your land(?). The "friendly" AI are just putting up a front if they have not actually declared friendship with you and are in actuality deceiving you.
